Little Caesars is expanding its presence in military communities with four new restaurants planned across U.S. Navy installations in California and Florida.
The Detroit-based pizza chain announced Sept. 1 that locations are planned for Naval Base San Diego; Naval Station Mayport, Florida; the Navy Exchange at Port Hueneme, California; and Naval Air Station Lemoore, California. The locations build on Little Caesars’ first military-base restaurant, which opened at Pearl Harbor in Hawaii in January 2025 through a partnership with the Navy Exchange Service Command.

“Military communities are an important part of Little Caesars and our commitment to supporting those who serve,” Sally Rampersad, the company’s director of non-traditional and development services, said in the announcement.
The San Diego operation is being developed by BAXIMUS, a restaurant operator founded by Phil Thomas and Kris Wellmaker. The pair spent more than 15 years with Chick-fil-A before launching BAXIMUS, which operates multiple food concepts at military installations around the country.
BAXIMUS has also introduced a Little Caesars food truck intended to serve military events and locations without permanent dining options. Beyond the Navy-base projects, the operator has additional Little Caesars development planned for Walter Reed National Military Medical Center in Bethesda, Maryland.
The Naval Base San Diego restaurant has already moved beyond the planning stage. U.S. Navy imagery documents a grand opening on Aug. 11, including customers using the restaurant’s drive-thru. Naval Base San Diego is the Navy’s largest West Coast installation and the principal home port for the Pacific Fleet.
